Saves state for waiver & email_list, and more
...
1). Adds configuration options to turn off waiver & email_list options
2). Puts waiver in Connections/waiver.txt
3). New MySQL waiver column added, receive_newsletter used for email_list.

Prevents new contact_ids from being continuously created.

1). There must be at least a full_name.
2). Because of error validation that includes other required fields, too.

Spiffs up contact_and_edit, adding error correction and required waiver.

1). Next step will be an opt-in/out to mailman.
2). Originally this program was using google lists, but there are too many steps for users involved.

Made several changes to transaction_log, removed unnecessary editor line from *select, added planb waiver to contact_add_edit, and changes to database_functions to fit into transaction changes.
