This checks for chroot, makes sure that dev exists, and makes both dev and
initrd in the correct location. The /mnt path is checked for chroot, and
passed to CHROOT.

This is technically a root fs, so putting it in this directory. This is
the special initrd used by the mtd emulator, and this specific one is
