02b0abcb24 This updates to 2.4.18-2um, probably the most stable version of uml I have 
used yet, it doesn't even exhibit compiler weirdisms.

f44e152b17 This is a new tool for making TUN/TAP interfaces persistent and non-persistent. 
Basically, to allow an adm to assign a tap device to a user, but not allowing
a user to change any aspects of the host side of the interface .. anotherwards
uml_net isn't required.
