Some people may not want to utilize the Google Civic Information API functionality. In that case, the Google API Key should not be required.

Confirming that CTCL is not standing up an API of its Governance Project data. Users interested in accessing elected officeholder data in an API should consult alternative data vendors. Alternative data vendors that offer officeholder data in their respective APIs include: BallotReady, Ballotpedia, and Cicero.

This updates the code to support the new divisionsByAddress API as noted in #1 since the representatives API is being deprecated.

This makes the script universal to all state and local Leagues. Still need to update help(), and closes #1.
